1. Possibility of contributions

from local Chinese residents, which so

far as we know had not previously been

raised, is certainly an important factor,

although we do not feel that it is sufficient

in itself to turn the scales in favour

of our securing a contribution from

Imperial Funds at the present juncture.

At the same time we agree that it would

be a pity to forfeit this potential

source of income.

2. You should know that we have

now proposed to the Treasury that we

should examine the possibility of finding

funds from sources open to the Hong

Kong Government (including C. D. and W

money) towards meeting in the initial

stages that part of the cost of the

re-establishment of the University which

was to have been met from U.K. funds,

on the understanding that any such

expenditure will be eligible for repayment
